The Community Development and Support Expenditure

The Community Development and Support Expenditure Scheme (CDSE) provides funds for local community service needs and priorities. It is a state-wide scheme with funds from registered clubs with annual gaming machine revenue exceeding $1 million.

  • The Richmond Club 
  • Panthers North Richmond
  • Windsor RSL Club

2008 was, yet again, another exciting year with the completion of the CDSE scheme for the year. Three local clubs assisted several community services with funds for projects to meet the needs of the Hawkesbury community.

The Richmond Club funded:

  • North West Disability Services: for a health and wellbeing camp for people with disability.
  • Wesley Mission: for a gambling counselling service.
  • Hawkesbury Men's Shed Inc: for the fit out of the Men's Shed in the Hawkesbury.

Panthers, North Richmond funded:

  • Australian Foundation for Disability - for Sensory equipment and a fish tank.
  • Hawkesbury Action Network Against Domestic Violence - HANADV: for workshops as part of Reclaim the Night.
  • The Women's Cottage: for a women writers capacity building project.
  • SHINE for Kids Co-operative: for activity day/toddler programs for children of prisoners.

Windsor RSL funded:

  • Hawkesbury Sexual Violence Prevention Network - HSVPN: for information pamphlets for survivors of child abuse.

Hawkesbury City Council is pleased to convene this valuable and worthwhile community benefit program.

Who can apply?
Organisations that are not-for-profit community organisation based in or providing services to the Hawkesbury Local Government Area (LGA).

This includes organisations outside the area with projects in the defined area.

Eligible project requests include:
Projects and/or services that contribute to the welfare and broader social fabric of the local community, and are aimed at improving the living standards of low income and disadvanted people.  Such as: 

Community Welfare and Social Services

  • Family support
  • Supported emergency & low cost accommodation
  • Counselling services
  • Child care and child protection
  • Aged, disability or youth services
  • Services to victims of natural or other disasters
  • Volunteer emergency services, such as surf life-saving and rural fire services

Community Development

  • Neighbourhood centre activities
  • Community education programs
  • Youth drop-in facilities
  • Community transport services
  • Tenant's services
  • State-wide or regional services developing social policies and providing advocacy for local community services

Community Health Services

  • Early childhood health
  • Child and family services
  • Community nursing
  • Therapy
  • Community mental health services
  • Health promotion initiatives
  • Drug and alcohol services
  • Palliative care/women's health/dental/disability services
  • Aboriginal and Torres Strait Islander health services
  • Home and community care services

Requests for recurrent funding are not eligible

The minimum request for funding is $1000

Priority will be given to :
Projects that address/assist the needs of disadvantaged groups in the local community (children, young people, older people, people born overseas, women, indigenous Australians, people with disabilities and other disadvantaged groups).

Key Outcomes
Projects need to:

  • meet a clearly identified community/social need
  • be able to demonstrate positive benefits for the community members being targeted.
  • have a quality service delivery and customer service focus

  • addressed strategies for access & equity
  • have demonstrated local community support

CDSE Local Committee
Application will be considered by the Hawkesbury CDSE local Committee - made up of representatives from the local participating clubs, Hawkesbury City Council, the NSW Department of Community services, and Community Representatives, (2) appointed by the NSW Council of Social Services.
