On 1st January 1981, Windsor Municipality and Colo Shire were amalgamated and the new Shire of Hawkesbury was created.

Artist Dennis Adams was commissioned to design a suitable crest, that should portray the essence of Hawkesbury. The uniquely beautiful crest was designed and subsequently adopted by Hawkesbury Shire Council. The crest represents the past with the inclusion of Governor Lachlan Macquarie; the river that was the lifeline of the colony; permanence and excellence; the spire of St Matthews; progress and commerce of today and tomorrow portrayed by the jet in the background heading out to the future. On 1 July 1989, Hawkesbury Shire was declared a city.
