Community Sponsorship Program 2009/2010

Round 3 of the program is currently open and applications will be received until the close of business, Friday March 12 2010, for funding in mid-March.

The program covers any Hawkesbury based community organisation, business or individual wanting to undertake activities that address the needs of the community as identified in Council’s adopted strategic, community, cultural and other plans. It also covers individuals who are representing the Hawkesbury at a state, national and international sporting competition event.

Hawkesbury City Council will assess the applications and provide sponsorship to support activities or events which will benefit the residents of the Hawkesbury within the available resources.

The purpose of Council’s sponsorship program is to enable community groups and individuals to access resources that would otherwise be unavailable to them. These resources could include:

  • Financial - in terms of direct funding
  • Human - in terms of advice, skill and expertise of Council staff
  • Material - in terms of goods and services provided directly by Council as an ‘in-kind’ contribution

Development Applications Recently Determined

Notice under Section 101 of the Environmental Planning and Assessment Act, 1979, the following Development Consents were determined by Council.

DA0460/09 - 21 Nicholson Place, WINDSOR DOWNS - First floor addition for private gymnasium
DA0707/09 - 222 Wollombi Road, ST ALBANS -Single new dwelling

The development consents are available for public inspection, without charge, at Council Offices. Office hours are 8.30am to 5pm Monday to Friday.


Environmental Planning & Assessment Act 1979
Exhibition of Draft Hawkesbury Local Environmental Plan 2009
Standard Instrument Local Environmental Plan

Council has prepared a draft local environmental plan in accordance with the NSW Government’s Standard Instrument (Local Environmental Plans) Order 2006 (as amended).

In general terms the draft local environmental plan:

  • adopts the standardised zonings, definitions, mapping, format and clauses required by the Standard Instrument
  • includes amended exempt and complying development schedules
  • classifies a number of Council owned lands as “operational”
  • incorporates current draft Hawkesbury Local Environmental Plan 1989 Amendments 48, 115 and 156. This affects land within the vicinity of Bridge Street and Macquarie Street, Windsor (Hawkesbury Valley Holden), 84 – 112 Mulgrave Road, Mulgrave (Mushroom Substrate Production Facility) and 739 George Street, South Windsor (Windsor District Baptist Church)
  • corrects anomalies in the Hawkesbury LEP 1989 written instrument and maps, in regard to heritage item descriptions, wetland locations, National Parks, open spaces, minor mapping errors.

Once finalised the plan will replace Hawkesbury Local Environmental Plan 1989 (as amended) and will affect all land within the Hawkesbury Local Government Area. It is Council's intent that, as much as possible, the plan will not substantially change the existing land use planning rules and will not make any significant changes to the underlying permitted or prohibited land uses or any changes to the minimum lot size provisions in the City of Hawkesbury.

The draft plan and supporting documentation including a list of Frequently Asked Questions is on public exhibition 8.30am to 5.00pm Monday to Friday at the Council offices 366 George Street, Windsor for the period Friday 5 February 2010 to Monday 12 April 2010. The draft plan and supporting documentation is also available on Council’s website.

Interested persons are invited to inspect the draft plan and associated documents. Written submissions concerning the provisions of the draft plan may be made to Council throughout the above mentioned exhibition period. Submissions should be referenced “Draft Hawkesbury Local Environmental Plan 2009”and can be posted to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, faxed to (02) 4560 4400, or emailed to drafthlep2009@hawkesbury.nsw.gov.au.

Under Section 147(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council.
