Membership:
The Library Act 1939 establishes the principles for membership of NSW public libraries.

- Hawkesbury City Council Library Service's membership is available to all residents of the Hawkesbury City Council local government area as well as to non-residents.
- Membership of the library is free.
- Members need to keep their card in a secure place and not lend it to other people.
- If a library card is lost or stolen the library needs to be contacted straight away. A replacement card can be obtained for a small fee.
- When members change address the library needs to be notified of the new address immediately.
- Inactive library membership records will be cancelled after three years.
- Members under the age of 18 need parental or guardian consent in order to join the library. Parents or guardians are responsible for the items borrowed by their children.
- Members who are unable to visit the library due to infirmity, disability or prolonged illness are eligible to join the Special Needs Service as housebound patrons.Staff and or volunteers, friends or relatives select and deliver items required for home delivery. Non-residents are not eligible for Housebound services, however, they are still able to be members of the library and borrow large print books and books on tape.
- Institutional membership is available to business, schools, preschools and other libraries.

Loans:
The Library Act 1939 establishes the principles for borrowing items from NSW public libraries.
What can be borrowed?
- Current members can borrow magazines, CDs, books on tape, cassettes, videos, paperbacks, fiction and non-fiction items.
- Loans of resources on subjects for school or tertiary study/ homework/assignments are limited to two per student or family.
- Items from the Reference and Local Studies Collections are not available for loan.
- Items can be borrowed from other public libraries for two weeks free of charge, in the majority of cases.
- Items can be placed on reserve free of charge.
- Items can be placed on hold and delivered from the branch free of charge.
Joining
- Members are required to fill in and sign a registration form to join. They will be able to borrow one item on the day they first join, if proof of address is shown. The card will be posted.
The number of items that can be borrowed and the length of the loan period
- When new members receive their card they can borrow up to ten items on their card at any one time. The loan period for all items is three weeks.
- Bulk loans are available for isolated or new schools/preschools.
- Literacy tutors and print disabled patrons may borrow items for up to three months.
Renewals
- Items may be renewed for three weeks provided they are not overdue or reserved. Renewals can be made by telephone.
Returns
- Items may be returned to either Hawkesbury Central Library or Richmond Branch Library.
- Items need to be returned on time so that others may have a chance to borrow them.
- There is an after hours chute at both libraries for returning items when the library is closed. All items may be returned in the chute except videos and CDs which need to be returned to the circulation desk when the library is open. These items could be damaged by items being placed on top of them in the chute.
Overdues
The library will notify members when they have overdue items. Members will not be able to borrow until the overdue items are returned.
Lost or Damaged Items
- Members are responsible for all items borrowed on their card.
- If any items are lost or damaged beyond repair members will be required to pay the replacement cost and a $5.00 processing fee. The library does not accept the replacement of an item to equal value.

Reserves and Suggestion to buy:
If a book is out on loan, library patrons are able to reserve items, free of charge. See staff to reserve an item or do it yourself from the Library catalogue.
If the library does not hold a particular item, which is not easily available to purchase or out of print, the library may be able to obtain it on Inter Library Loan.
Suggestions to buy from library members
If an item is not held by the Library, members are entitled to make a suggestion that the item is purchased for inclusion in the collection. Items are to fit with the Library's current Collection Development Policy, therefore not all titles suggested, are purchased. Publications need to be recent, reasonably priced and readily available.

Book Depots:
Hawkesbury City Council Library Service operates depots throughout the Hawkesbury. The depots aim to provide basic recreational material for local residents and workers.
They contain adult paperback fiction, ranging from bestsellers to classics, which is rotated regularly, with new stock added each year. The depots are available during opening hours at each of the locations as follows:-

Photocopier, Fax and Laminating:
Photocopiers
Hawkesbury Central Library has a black & white copiers and a colour/black & white copier available to use. Richmond Branch Library has one photocopier. Both are card operated. Note: Please check the Copyright restrictions displayed at the copiers before copying.
Fax Service
Faxes can be received or sent from Hawkesbury Central Library.
Laminating
A laminating service is conducted through Hawkesbury Central Library. There is a 48 hour turn around on all laminating.
