Vibrant Town Centres - Calling for Expressions of Interest

Following the announcement of $18.75M funding under the Western Sydney City Deal Liveability Program to help revitalise Windsor, Richmond and South Windsor town centres, Hawkesbury City Council has wasted no time in starting the project by calling for Expressions of Interest to masterplan the town centres.

Vibrant Town CentresCouncil is looking to engage suitably qualified professionals to work with Council to deliver a user friendly, high quality, well researched and clearly presented place based Master Plans and public domain plans for the town centres of Windsor, Richmond and South Windsor.

Council’s intention is to develop Master Plans and public domain plans for each town centre that provide well-designed, well-managed public places that deliver economic, social and environmental benefits to enhance the daily lives of our community and improve options for their leisure time.

The Expression of Interest was released this week and has already generated considerable interest. Council anticipates being able to appoint a multidisciplinary design-led team with demonstrated experience in:

  • Landscape Architecture
  • Architecture
  • Civil Engineering
  • Strategic Urban and Open Space Planning
  • Transport Planning
  • Public art and site activation
  • Economic Development
  • Community Consultation and Facilitation
  • Placemaking.

Council’s Town Centres Master Plan Working Group, including Councillor Danielle Wheeler, Councillor Emma-Jane Garrow, business owners and community representatives, is working to ensure through this project that the town centres of Windsor, Richmond and South Windsor become vibrant hubs.

Whilst there are no set ideas in terms of what the revitalised town centres will look like, Council has already heard directly from the community through a Placescore survey about what they care and value within our town centres.

The Placescore survey revealed that people cared deeply about local history and heritage and the preservation of important buildings and wanted to improve the look of public spaces in town centres. Any work undertaken as part of the master planning process for the town centres will consider what the community has already told Council.

The Hawkesbury’s Vibrant Towns and Villages Project is a collaborative effort, led by Council, working with community and business to deliver common goals. It links a town centres program of public domain works and coordinated activation interventions to deliver a new vision and an enduring local identity. More than just the physical transformation of the towns and villages, the project blends public amenity and commercial opportunities to deliver places for people.

With a strong emphasis on community-based participation, the work entails:

  • The creation of place based Master Plans and public domain plans for Windsor, Richmond and South Windsor including community engagement associated with the process of developing the plans
  • Identification of opportunities for key sites
  • Identification and design of key infrastructure works within the public realm associated with the delivery of each Master Plan.

Expressions of Interest are invited for the Provision of Vibrant Towns and Villages Master Plans and will be received up until 2pm on Tuesday, 26 February 2019.
