Draft Community Sponsorship Strategy

Council, at its Ordinary Meeting on 30 April 2019, adopted a Draft Community Sponsorship Strategy, and resolved to place the Draft Community Sponsorship Strategy on public exhibition for a period of 28 days to seek submissions from interested parties.

This is your opportunity to have your say about Council’s plans to work with the Hawkesbury community to explore sponsorship opportunities and provide support and resources to assist individuals and organisations to implement safe and accessible activities that will deliver the outcomes that our residents want to see.

In accordance with that decision, Council’s Draft Community Sponsorship Strategy is placed on public exhibition until Thursday, 4 July 2019 and may be viewed on Council’s website at www.hawkesbury.nsw.gov.au or at Council’s Administration Building, 366 George Street, Windsor. On 14 December 2018, a new Model Code of Conduct was prescribed for all councils in NSW. All councils are required to adopt a new Code of Conduct based on the Model Code within six months of that date. Hawkesbury Council’s new Code of Conduct was adopted on 12 March 2019, including a resolution for other relevant policies and procedures to be updated.

The requirements governing the disclosure and acceptance of gifts and benefits were one of the major areas of focus for the Office of Local Government when developing the new Model Code of Conduct, and there have been a number of significant changes in this area, requiring Council to revise its Gifts and Benefits Policy.

At its meeting on 14 May 2019, Council resolved to place an amended Gifts and Benefits Policy on public exhibition and seek submissions for any amendments to the Draft Gifts and Benefits Policy.

Whilst there have been no major changes to the requirements relating to Councillor’s access to information and interactions with staff, the adoption of the new Code of Conduct has presented an opportunity to develop a comprehensive new Provision of Information and Interaction between Councillors and Staff Policy that is in line with Council’s contemporary expectations.

Hawkesbury City Council has received a development application for Designated Development - Rural Industry - Expansion of Composting Facility and Construction of Handstand Areas at the above property. The applicant is PGH Environmental Planning. Hawkesbury Local Planning Panel is the consent authority.

The proposed development is defined as Integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979 because a approvals under the Water Management Act 2000 and Protection of the Environment Act 1997 is required. The approval bodies are the Department of Industry – Natural Resource Access Regulator and the NSW Environment Protection Authority.

The development application, environmental impact statement and supporting information will be on public exhibition for the period 06 June 2019 to 8 July 2019. All plans and details may be inspected in digital form between 8:30am and 5:00pm Monday to Friday, at Council's Administration Office, 366 George Street, Windsor. The application can also be inspected at the Department of Planning and Environment Offices at 320 Pitt St, Sydney.

During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0183/19. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be taken into account as part of our assessment and a reply will be forwarded to you when the application is determined.

Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Information (including copies of submissions) may also be released in accordance with Council Policy for Access to Information.

Once the application is determined, any person who made an objection to the proposal, or is dissatisfied with the determination made by the Local Planning Panel, may appeal to the Land and Environment Court.
