Windsor River Users Hub, Windsor

In March 2021, the Hawkesbury River at Windsor experienced a 1-in-20-year flood event, causing significant and irreparable damage to the clubhouse in Governor Phillip Park. This facility was home to the Windsor Power Boat Club and served as an important hub for river-based recreation. In 2025, Hawkesbury City Council secured funding from the Australian Government to demolish the damaged clubhouse and rebuild a modern, resilient, and community focused facility. The new development to be known as the Windsor River Users Hub will be constructed on the existing site at Governor Phillip Park, Windsor.
The Thriving Suburbs Program grant for this project is $6.81 million. Council has already received $820,000 for the works from the NSW Government’s Community Local Infrastructure Recovery Package funding scheme. Council will also contribute $3 million. Following extensive engagement with stakeholders and river user groups, the project has reached its first design milestone. Concept plans were formally endorsed by Council on Tuesday, 9 December 2025, allowing the project to move forward to public exhibition.

The Windsor River Users Hub has been designed with improved flood resilience and will better accommodate the needs of local river users and community groups. Key features include:

- Accessibility upgrades
- Modern bathrooms
