What is Archistar?
The Archistar Online Planning Tool uses artificial intelligence (AI) to help users understand the planning controls which apply to their site and the appropriate planning pathway for their project.
Users can simply enter the property address of specific site and with the use of AI, provides an indication of whether a proposal could be assessed as:
- Exempt Development;
- Complying Development Certificate; or
- Requires the lodgement of a Development Application (DA)
The tool is available online and can be used at any time.
The Archistar Online Planning Tool is available on a pilot basis and funded as part of the NSW Government’s Early Adopter Grant Program.
What the Archistar Planning Tool Can Help With
- Provide site specific planning information of your site;
- Provide an indication of the appropriate approval pathway for your project
- Provide a report which identify the applicable development provisions which apply to your site and your proposal which should assist you in preparing an application for submission.
What the Archistar Planning Tool can’t do
- Assess a Development Application - this remains the business of Council Planning Officers
- Submit your application for you – All submissions must be made via the NSW Planning Portal
- Track the status of submitted DAs – Use the NSW Planning Portal or visit Council’s DA Tracker.
- Provide advice on complex developments – the platform is currently in its pilot phase

Is the Archistar Planning Tool free to use?
Yes. This is a free service provided by Council as part of a pilot program. Archistar can be accessed 24/7 through Council’s website.
Where does the tool get its information?
The tool uses information obtained from NSW planning legislation, Planning Instruments such as State Environmental Planning Policies, the Local Environmental Plan and Hawkesbury Development Control Plan to generate results.
Does the tool provide formal planning advice?
No. The tool generates indicative information only. Users should note that the information provided does not constitute formal planning advice and applicants remain responsible for verifying all applicable planning controls, site constraints and statutory requirements before preparing or lodging any application.
What if I need further help after using the tool?
The Archistar Learning Academy contains a number of training videos to assist you navigating the various functions of this platform
If you still need general planning advice, you may contact Council’s Duty Planner for further assistance. For detailed or site-specific advice, you may need to engage a private planning consultant or legal professional to assist you.
