Construction Certificate
What is a Construction Certificate?
A Construction Certificate is the approval that follows development consent and is required before any works can commence. It confirms your plans meet technical requirements, such as the National Construction Code and Australian Standards.
A Construction Certificate:
- Confirms your plans are consistent with the approved development consent.
- Certifies compliance with the National Construction Code (Building Code of Australia).
- Ensures all applicable Australian Standards are met.
- Verifies that relevant development consent conditions are satisfied.
- Addresses structural considerations for the building work.
- Includes a Fire Safety Schedule for commercial, industrial, and certain residential/tourist accommodation projects (BCA Class 2–9 and Class 1b). (Not required for single dwelling houses or Class 10 structures).
What do I need to provide?
Your application must include:
- Detailed building plans, engineering details and specifications (for building works).
- Detailed engineering plans (for subdivision works).
- A specification of works and other relevant documents.
- Payment of application fees.

Fees vary depending on the development.

Please include your development details, cost of works, and nominated Principal Certifier.
How to lodge your Construction Certificate
All applications must be lodged via the NSW Planning Portal:
Steps to lodge:
- Create a Planning Portal account (click here to view the Quick Reference Guide)
- Complete your application and upload:
- Construction Certificate Checklist
- Plans and supporting documents
- Complete the appointment of a Principal Certifier (click here to view the Quick Reference Guide)
- Council reviews your submission and notifies you through the portal whether:
- More information is required, OR
- Your application is accepted and fees are payable.
- Once fees are paid, your application is formally lodged and progresses to assessment.
