Richmond Swimming Centre Redevelopment

A new swimming centre will be constructed in Richmond, replacing the aging circa 1960s centre with a modern facility catering to a variety of needs that is capable of operating year-round.

The proposed design includes:

  • Accessible all-season indoor and extended-season outdoor aquatic spaces
  • Outdoor zero-depth splash feature park for young children
  • Upgraded bathroom and changeroom facilities
  • Infrastructure including seating, shade and landscaping
  • New reception and café with indoor and outdoor dining areas
  • Improved water and energy efficiency upgrades
  • Off-street parking and bus bays

North Richmond Community Precinct

The redevelopment of the North Richmond Community Centre will create a location that will serve as a meeting and cultural space, social and recreational hub, and an emegency evacuation centre for our community residing west of the Hawkesbury River.

The Precinct is being delivered in stages to provide new and improved community spaces, recreational areas, and essential facilities for the growing North Richmond community.

Development Application 1 (DA 1) 

Stage 1 – North Richmond Emergency Evacuation Centre and Youth Hall / Community Facility Stage 1 focuses on the construction of a multi-purpose facility that will serve as the North Richmond Emergency Evacuation Centre during times of need. Day-to-day, it will operate as a Youth Hall and community space, providing a versatile venue for local activities and programs.

Development Application 2 (DA 2)

Stage 2A – Community Centre and Creative Spaces
Stage 2A will deliver a new and expanded Community Centre, including:

  • A welcoming reception area
  • Three multi-purpose halls, featuring a large recreational sports and dance hall
  • Kitchen facilities and amenities
  • A dedicated creative residency space
  • Improved landscaping and expanded car parking

Stage 2B – Library and Council Customer Service Counter
This stage will establish a new North Richmond Library, designed to meet the needs of the growing community west of the river. It will also include a Council Customer Service Counter, where residents can access a range of in-person services such as rate enquiries, assistance with forms and applications.

Stage 2C – Playground Redevelopment
Stage 2C will focus on revitalising the Elizabeth Street Playground, creating a modern and inclusive play space for children and families to enjoy.

Stages 1, 2A and 2C will be delivered with funding from the Federal and State governments, and a contribution from Council. Stage 2B will be designed and approved under the DA, so that it is shovel-ready when future funding becomes available.

Tamplin Field Redevelopment

Tamplin Field at Hobartville currently caters to little athletics, dog training, school sports, and personal trainers.

The upgrade will ensure the site continues to cater to these activities through the provision of a high-quality and well-drained field, improved lighting, fencing, carparking and amenities.

Including:

  • 400 metre competition running track
  • Integrated natural turf field with improved drainage, lights and irrigation
  • Infrastructure for shot put, discus, long jump and javelin
  • New basketball court and netball goals
  • New amenities building with tiered seating
  • Fitness stations
  • Upgrade and formalisation of off-street parking
  • Paths and pathway lighting, barbecues, seating

Oasis Aquatic and Leisure Centre Improvements

Hawkesbury City Council is progressing improvements to the Oasis Aquatic and Leisure Centre to enhance facilities for the local community.

Following detailed design investigations, cost reviews and community feedback, Council has endorsed a staged delivery approach to ensure the project can be delivered within the available funding.

Under the current funding allocation, Council is progressing to construction of the following elements:

  • A new children’s splash pad
  • Additional car parking
  • New and upgraded amenities to support school and event use
  • A covered deck connecting key outdoor areas (subject to final affordability at tender)
  • Outdoor gym equipment near Church Street Reserve

These elements respond directly to community priorities and will improve safety, accessibility and overall amenity at the centre.

Woodbury Reserve Upgrade

Woodbury Reserve in Glossodia will receive a substantial upgrade in line with the already approved Masterplan, which was adopted in February 2022 following extensive community consultation, and will provide the Glossodia community and surrounds with much-needed passive and active recreation facilities.

The reserve is already a much-loved passive and active recreation space, and these works will provide greater opportunities for the entire community to enjoy.

The upgrade includes:

  • BMX Pump Track and Mountain Bike Tracks (Completed August 2024)
  • New skate park (Construction commenced February 2025)
  • New multi-purpose courts
  • New amenities building
  • Upgraded practice cricket nets
  • Improved and additional parking within the precinct
  • Multi-age play area for children
  • Shared path network with better connections
  • Improved accessibility across the entire park and natural areas
  • Additional shelters with barbecue facilities
  • Designated dog off-leash area

The Woodbury Reserve redevelopment is funded by the NSW Government's Western Sydney Infrastructure Grants program and the Federal Government's Priority Community Infrastructure Program, in association with Hawkesbury City Council.

The BMX pump track and Mountain Bike Trails was constructed with additional funding from the NSW Government’s Open Spaces Program: Places to Play grant ($455,000).

North Richmond Park – Turnbull Oval & Amenities Upgrade

    The redevelopment of Turnbull Oval will bring it in line with modern needs and expectations of the growing community, benefit local rugby clubs and cricket teams, and provide for both male and female participation. Improvements include:

    • Refurbished amenities building with covered tiered seating, canteen, first aid room, referees change room, office, storage and four gender neutral change rooms
    • Upgraded multi-purpose courts
    • Integrated sporting fields for Rugby League and Cricket with upgraded drainage and irrigation
    • Upgraded cricket practice nets
    • Shared path network with better connections
    • Increased tree planting
    • Upgraded carparking
    • New playground

Cycleway Bridge over Rickabys Creek

The construction of a second, non-vehicular bridge over Rickabys Creek at the Hawkesbury Valley Way will provide a shared-path crossing linkage between the shared path from Richmond to Windsor - completing this off-road cycling and walking route.

The project will be delivered in two stages:

  • Stage One – Construction of shared path and pedestrian bridge (funded)
  • Stage Two – Shared Path Lighting (subject to funding approval)

The cycleway project will support Council's vision of providing improved and diverse options for residents and visitors as well as catering for active transport users.

Fernadell Park and Community Facility development

Fernadell Park in Pitt Town will receive a redevelopment in line with the Masterplan, adopted by Council following community consultation.

The park will provide the growing Pitt Town community and surrounds with much-needed passive and active recreation space.

The works include:

  • Modified sports field/ event space
  • New multi-purpose courts for netball and basketball

The total project will be funded by the Australian Government's Thriving Suburbs Program, NSW Government's Western Sydney Infrastructure Grants program and Multi-Sport Community Facility Fund and Hawkesbury City Council.

Kurrajong to Kurmond Cycleway

The Kurrajong to Kurmond Cycleway Project will construct a shared path alongside Bells Line of Road between Kurmond and Kurrajong.

These works will complete a continuous off-road link between North Richmond and Kurrajong, supporting Council’s and the community’s goal to increase active transport and recreation use by residents and tourists.

Getting around and Discovering the Hawkesbury - Wayfinding and Signage Project

The Wayfinding and Signage Project aims to improve how visitors and residents are guided through the local government area to find the diverse experiences, attractions and services on offer throughout Hawkesbury.

This project will introduce a cohesive and consistent signage suite that will ensure navigating the Hawkesbury is smooth and user friendly, and highlights the important places, histories and stories throughout the region.
