Exhibition of Planning Proposal LEP002/15 – 79 and 95 Bells Lane, Kurmond and 457 Bells Line of Road, Kurmond

Council is exhibiting a planning proposal affecting:

  • 457 Bells Line of Road, Kurmond, Lot 31 DP 7565;
  • 79 Bells Lane, Kurmond, Lot 38 DP 7565; and
  • 95 Bells Lane, Kurmond, Lot 12 DP 711049.

The objective of the planning proposal is to enable the subdivision of the subject sites into a total of 9 lots by amending the Lot Size Map of Hawkesbury Local Environmental Plan 2012 to change the minimum lot size for subdivision of the subject sites to 4,000m2, 9,100m2 or 1ha.

The planning proposal and other supporting documentation is on public exhibition for the period Thursday, 2 September 2021 to Friday, 1 October 2021.

Please note confidentiality is not available to respondents. The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information Policy.

The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Service Unit or on Council’s website.

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988.

Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.

The Minister for Planning and Public Spaces has delegated the making of the Local Environmental Plan to Council.

Public Exhibition

Draft Hawkesbury Aboriginal Cultural Heritage Study

Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Hawkesbury Aboriginal Cultural Heritage Study, which will be on public exhibition from Thursday, 2 September 2021 until Friday, 1 October 2021.

The Study has been developed in consultation with the Aboriginal community and provides the following outcomes:

  • Comprehensive assessment and mapping of the historic known and unknown Aboriginal archaeological sites and relics in consultation with the Aboriginal community to build a complete picture of the cultural landscape of the Hawkesbury.
  • Comprehensive assessment and mapping of the historic and contemporary Aboriginal cultural heritage values in conjunction with local communities to complement the existing traditional and archaeological values in order to build a more complete picture of the cultural landscape of the study area.
  • Integrating Aboriginal cultural heritage into land use planning and Environmental Impact Assessment.
  • Establish effective mechanisms for community involvement in land use planning in the study area and a basis for communication between Government, landowners and the community about Aboriginal Heritage.

The intention of the document is to start the process of truly understanding connection to country, and to provide Council officers with the tools to recognise the potential for known and unknown sites that may be impacted through development or Council operations. The Study is a starting guide for mapping, Aboriginal Heritage Information Management System (AHMIS) registering and to start the conversation with local elders first with respect to potential sites.

Integrated Development Proposal

382 Grose Vale Road NORTH RICHMOND NSW 2754

Hawkesbury City Council has received a request to modify Development Consent No. DA0334/18 for the construction of a restaurant, car park, private road and local road at 382 Grose Vale Road, North Richmond. The approved development is identified as Stage 1 of the Neighbourhood Centre at Redbank. The proposed modification seeks to alter the layout and design of the restaurant and increase patron numbers from 212 to 250 people. The applicant is Clarke Hopkins Clarke and Hawkesbury City Council is the consent authority.

The proposed development is defined as integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979 because an approval under the Heritage Act 1977 is required from the Heritage Council of NSW.

The request to modify development consent application and supporting information will be on public exhibition for the period of 2 September 2021 to 4 October 2021. Plans and details of the proposal are available from Councill’s DA Tracking website: https://www.hawkesbury.nsw.gov.au/plan-and-build/current-and-past-applications/da-trackingDuring the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference ‘S960037/21’.

Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be taken into account as part of our assessment and a reply will be forwarded to you when the application is determined.

Proposed Road Closing

Under Section 38B of the Roads Act 1993, notice is given that Hawkesbury City Council will consider the closing of a road in connection with an application proposed by Council.

The road under consideration comprises part of the Council unformed public road known as the section of Toll House Way, Windsor (shown on the map below). Upon closure, Council will vest the land in the Crown for disposal action to be taken by the Crown.

Lease Term: 3 years

Permitted Use: Ancillary uses associated with a Fire Station, permissible under the Roads Act, 1993.

Lessee: The Minister for Police and Emergency Services (Fire and Rescue NSW)
