Operation, Maintenance, and Expansion of a Landfill Gas Flare Project at Hawkesbury City Waste Management Facility

Tenders are invited for individuals to provide Operation, Maintenance, and Expansion of a Landfill Gas Flare Project at Hawkesbury City Waste Management Facility for a seven year period and will be received up to 3pm on Wednesday, 20 October 2021.

Council currently operates a flare system with a capacity of 500m3 per hour, operating at present with around 120m3 per hour from 11 wells. This contract is for the operation, maintenance and expansion of the whole landfill gas system (flare, wells and associated components) and the contract will operate for a period of seven years.

In the flares first year of operation approximately 6,100 tonnes of carbon equivalent emissions were mitigated by the current system and Council invites interested parties to propose options which leverage Carbon Farming Initiative or Emissions Reductions Funding to offset system operation, maintenance, expansion, and any other costs to Council in return for rights to all generated carbon credits. Further, system expansion requirements will also be required to serve the dual role of targeting and mitigating landfill gas migration offsite to meet environmental and legal requirements.

Public Exhibition

Draft Development Assessment Policy

Council at its Ordinary Meeting on 14 September 2021 resolved to place on exhibition its Draft Development Assessment Policy.

The Draft Development Assessment Policy will be on public exhibition from Thursday, 30 September 2021 to Friday, 29 October 2021.

The purpose of the Development Assessment Policy is to deliver an improved Development Assessment process for Council’s customers. This Policy will do this by:

  • Providing customer-focused services and communicating about the development assessment process to potential applicants
  • Providing greater transparency about the process of lodging and assessing DAs and Pre-DA advice applications
  • Supporting continuous improvement and enhance the effectiveness and efficiency of the development assessment process, and
  • Establishing clear directions and timeframes for additional information requests.

A copy of the Draft Development Assessment Policy can be viewed during the exhibition period on Council’s online community engagement site yourhawkesbury-yoursay.com.au

Hawkesbury City Council has received a development application for Commercial Premises - Construction of Premises - Commercial Premises - Construction of Retail Premises, Shopping Centre and Restaurant or Cafe, Associated Car parking, Loading Areas and Landscaping Works at the above property. The applicant is Simon Ochudzawa. Hawkesbury City Council is the consent authority.

The development application and supporting information will be on public exhibition for the period 30/09/2021 to 14/10/2021. A copy of the plans and supporting documentation is available to view on Council’s Application Tracking system at www.hawkesbury.nsw.gov.au.

During the exhibition period any person may make a submission in writing to Council in relation to the development application, quoting reference DA0239/21. Where a submission by way of objection is made, the grounds for objection are to be specified in the submission. Should you lodge a submission, your views will be taken into account as part of our assessment and a reply will be forwarded to you when the application is determined.

Please note that confidentiality is not available to objectors. The details of any submissions may be included in a Council report or forwarded to the applicant where it may help to resolve design or operational problems. Information (including copies of submissions) may also be released in accordance with Council Policy for Access to Information.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Any submission made is to be accompanied by a Political Donation and Gift Disclosure Statement. This statement is available from Hawkesbury City Council.
