Draft Climate Change Risk Assessment and Adaptation Action Plan

Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Climate Change Risk Assessment and Adaptation Action Plan (Draft Plan), which will be on public exhibition at www.yourhawkesbury-yoursay.com.au from Wednesday, 27 September 2023 to Wednesday, 25 October 2023.

The Draft Plan provides a foundation and reference point for Council to discuss, negotiate and continuously review our approach to responding to climate risks.

The Draft Plan considers the high-level potential consequences of climate hazards for Council services and identifies the main categories of potential consequences that are most likely to impact Council’s ability as an organisation to deliver these services to the community.

The Draft Plan focuses on adaptation measures and provides Council with a list of short, medium and long-term measures to address the risks and impacts of climate change within the Hawkesbury Local Government Area. The scope for this Draft Plan is limited to Council’s service delivery only and does not address community adaptation measures or environmental conservation.

The Draft Plan will be implemented alongside other key Council strategies and plans, including but not limited to, the adopted Environmental Sustainability Strategy and the Resilient Hawkesbury Plan (in drafting). This connection ensures that the environmental, economic, and social implications of Council’s work will be considered in everything Council does.

A copy of the Draft Climate Change Risk Assessment and Adaptation Action Plan, along with a Summary is included in the Documents tab on this page. The Draft Plan has been prepared to include the outcomes of engagement and is available for review under the documents tab on this page, or can be viewed at Council’s Administration Building, 366 George Street, Windsor, Monday to Friday during opening hours, 9am to 4pm.

Council will receive online submissions via www.yourhawkesbury-yoursay.com.au or in writing addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, or email council@hawkesbury.nsw.gov.au up to close of business on Wednesday, 25 October 2023.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.

Community Consultation

Hawkesbury City Council wants to hear from residents and local businesses on what they would like done to mitigate the impacts of floods in the Hawkesbury.

Council has received a grant through the NSW Governments’ Floodplain Management Program to complete a review of the Hawkesbury Floodplain Risk Management Study and Plan 2012. As part of Council’s floodplain management programs, Council is committed to finding solutions to reduce the risk to life and the social and economic damages of flooding.

The project will investigate flood behaviour and identify measures to manage flood risks for communities impacted by flooding of the Hawkesbury River.

Management options may include physical works, emergency management including flood warnings and evacuation, communication, planning controls, education, or voluntary house raising or purchasing.

Community members can complete an online questionnaire or email details in relation to their preferred options for the management of the impacts from Hawkesbury River flooding, the Mayor of Hawkesbury, Councillor Sarah McMahon said.

Council will receive online submissions via the survey at ‘Management Options for Hawkesbury River Flooding’ at www.yourhawkesbury-yoursay.com.au or in writing addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756 or email council@hawkesbury.nsw.gov.au with reference to ‘Review of the Hawkesbury Floodplain Risk Management Study and Plan 2012’ by Monday, 2 October 2023.

The community’s valuable insights and ideas will be used to identify ways to manage the impacts of flooding as part of the Review of the Hawkesbury Floodplain Risk Management Study and Plan. Identified measures will be considered for inclusion into the draft Review, and following public exhibition and adoption by Council, will be implemented through the updated Hawkesbury Floodplain Risk Management Study and Plan.

Hawkesbury City Council has received a development application for Demolition, Earthworks - Concept Masterplan and Stage 1 works for 'Jacaranda.’ The concept masterplan details the staged subdivision of 580 residential lots and associated infrastructure. The proposal also involves Stage 1 preparatory works of the concept masterplan comprising dam dewatering, remediation works, removal of trees and vegetation, bulk earthworks and establishment of Asset Protection Zones. The development application and supporting information will be on public exhibition for the period 20 September 2023 to 20 October 2023.

The application has been lodged as ‘Nominated Integrated Development’ under Section 4.49 of the Environmental Planning and Assessment Act 1979 as the proposal requires general terms of approval under Section 100B of the Rural Fires Act 1997, Section 90 of the National Parks and Wildlife Act 1974 and Section 91 of the Water Management Act 2000.

The determining authority for the Development Application will be the Sydney Western City Planning Panel at the above property. The applicant is Celestino Pty Ltd. Hawkesbury City Council is the consent authority.

The proposed development is defined as integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979 because an approval under the Rural Fires Act 1997, National Parks and Wildlife Act 1974 & the Water Management Act is required.  The approval body is the Sydney Western City Planning Panel.
