HLPP Members

Independent, expert Chairs and other expert members have been appointed by Council from a pool established by the NSW Department of Planning and Environment.

Local community representatives have been selected by Hawkesbury City Council as a result of a public nomination process.

Expert Chairs (Appointed by the Minister for planning)

1. David Ryan (Chairperson)
   Town Planner and Lawyer with 40 years experience in Local Government and Private Practice, State appointed permanent member of the Sydney Central City Planning Panel and other local planning panels across Sydney.
2. Louise Byrne (Alternate Chair)
   Barrister and Mediator with over 25 years experience as a Lawyer practising in Environment, Local Government and Planning Law including working in-house for two years at Sydney City Council.
3. Stephen Leathley (Alternate Chair)
   Qualified Town Planner with over 30 years’ experience in Local Government and Consultancy with a post graduate MBA and a Fellow of the Planning Institute Australia.

Disclosures of Pecuniary Interests and Other Matters

Schedule 2 of the Code of Conduct for Local Planning Panel Members requires Council to publish the “Disclosures of Pecuniary Interests and Other Matters” return forms for each Hawkesbury Local Planning Panel Member.
